after secure-join, chat may stay blocked for alice #2790

when Bob scans Alice, the one-to-one on Alice's device is blocked (hidden), that may be okay, esp. when the QR code is scanned from paper.

however, when then Bob sends a message to Alice, Alice's chat should be unblocked (shown), however, that seems not to happen currently.

the bug is probably introduced by #2508 and i am already on a fix, need to double check some things, however.
