My summary feels worded incorrectly, basically I would expect that if the max and the second highest tick (and inverse for minimum) would overlap that it would just show the max/min tick.
Almost more preferable IMO would be if it dropped the max/min tick label altogether (leaving the tick mark for the guideline drawn on the graph)
