Deploy a new testnet with a single celotool command

Expected Behavior

Take the current deployment instructions for a initial developer testnet and automate them.

• Ensure not blocked by manual configuration steps in current instructions (e.g. need to move WalletKit -> ContractKit to avoid manual addresses)
• Write functions to wait until each step of existing deploy is completed --- e.g function to wait for blocks to be mined; function to wait for blockscout to be up and indexing
• Write a routine to deploy celostats, testnet, contracts, flatten-contracts-for-bs, blockscout
• Load testing --- regular load, attestations, voting bots
