Update Ephemeral cluster to support arbitrary cluster sizes

There should be a way to setup the ephemeral cluster with a variable number of nodes in the cluster.

This likely requires changing how the node keys and resulting p2p addresses are setup, moving from static configuration files to a method that generates a set number on the fly.

We should consider using Starport to automatically setup accounts and validators.
