Make capnpc-go fail files earlier if they don't have an import annotation

A number of people are confused by the labeling of lacking an import annotation an "internal error". This error occurs lazily when the import disambiguation is required. Perhaps it should fail earlier in the process.

(Issues #37 and #40 were the user issues.)
