[TASK] Config change for Tasklist V2 API

Overview

Tasklist is migrating to the V2 API in 8.8.
The default for the Helm chart will still be Tasklist V1, but customers will have the option to migrate to the V2 API using an environment variable.

The option to upgrade to V2 will be removed in 8.10, and V2 will then become the default.

Actions

• Add the option to migrate to V2 API in the Helm Chart for 8.8-alpha3
• Make sure the Tasklist migration is tested either through integration testing or E2E workflows.
• Remove the option to upgrade and make Tasklist v2 API the default in version 8.10. (Another issue should be created for this)
