ROI_LOC损失在0.6一直降不下来 #196

我只是在原来的的基础上，替换了自己的数据集，（自己车牌数据集，只分一类，目前只加入4000张图片进行训练，其他设置未修改）
分类损失和RPN的损失都可以降低很多，只有这个ROI定位损失一直在0.6徘徊不降
