Is it possible to detect when key repeating is set?

Unfortunately, RUNTIME.repeats is 1 when no key repeating is set. Is it somehow possible to detect, if there's no key repeating?

I would like to modify the behaviour of functions depending on the repeating key like this:

    function() {
        if (RUNTIME.repeats <= 1) {
            commands.exec('follow-link');
        } else {
            commands.exec('follow-link-new-tab');
            RUNTIME.repeats = 0;
        }
    })
