Describe the issue you encountered:
Edit shields & Reload buttons are inaccessible when Adtracker is expanded

Expected behavior:
Shields menu buttons should be accessible

  • Platform (Win7, 8, 10? macOS? Linux distro?):
    Windows 10 x64

  • Brave Version:
    0.13.0 Preview 5

  • Steps to reproduce:

    1. Visit https://slashdot.org
    2. Restore the browser window
    3. Click on the shields menu and click on the Ad/Tracker count to display the blocked items
    4. Scroll down the list and menu but Edit shields & reload buttons are not accessible even when the vertical scroll bars are at the end
