PIP videos can be forced off screen with not way to move them back #14076

Description

When resizing a picture in picture using the corner or side, it can shoot off away from the cursor.

Steps to Reproduce

  1. Open a PIP (Can be done on youtube if you right click twice)
  2. Drag to max size using left or left corner handles

Actual result:

Expected result:

Once resizing above the max, nothing to happen

Reproduces how often:

Not too fiddly to get it working for me. Happens on both my desktop and laptop (both windows)
