The latest version of the ec2-instance-connect package added a dependency on selinux-policy and selinux-policy-targeted. This broke how useradd creates users since the functions used to label directories look up for SELinux contexts under /etc within the container's root filesystem, resulting in an invalid SELinux context applied to the /home/* directories:
