Currently it is not very obvious what is backed up and what isn't when installing a new image. To do that, let's implement a user space utility for listing what would be backed up, and maybe even for creating a backup.
This would allow testing changes to /etc/default/user-backup.txt, and allow regular backups of the configuration.
