Create an init container for cadence and create configured domains/tasklists on compose startup.

Alternatively wait and see what happens with cadence-workflow/cadence#1622 as it seems to be a better option (similar to how databases are created).

Also revert #1841 as it was only a temporary solution in the development environment.
