Fist of Molten Fury Proc Chance below 1%

Current Behaviour

I tested the fists of molten fury on the PTR and they where procing less than 1% of the time when the typical should be around 10-20%
I have tested this multiple time and have done thousands of hits just for the proc chance to never be above 1%

I did the same for 10 minutes, proof:

Expected Blizzlike Behaviour

Proc should be around the 10-20% chance

Don't think 10-20%, but 5%, at least from my source.

Steps to reproduce the problem

1. create shammy
2. .level 69
3. .learn all my talents / spells
4. .setskill 473 300 300
5. .npc add temp 32667
6. .additem 32945
7. .additem 32946
8. start dps
