[Project] Improve local setup documentation

The initial setup for anyone trying to run Graph Explorer locally is a bit cumbersome. With better documentation and examples it should be easier to accomplish and have a higher success rate.

These changes are not meant to be all encompassing and are not necessarily making the process easier. These are just minor changes and documentation improvements that should have a large impact on users.
