[BUG]Probably wrong value in poptypes/capitalists.txt

Again within country_migration_target, there's the following modifier:

modifier = {
    factor = 0.5
    economic_policy = laissez_faire
}

It seems to me this was supposed to be a value higher than 1, ie boosting migration to laissez faire countries by capitalists. This seems particularly likely because there's also modifier with the same value for planned economy.
