Example:
tbl1
numCol, strCol
1, "a"
2, "b"

tbl2
numCol, strCol
1, "a"
2, "c"

Select * from tbl1 left join tbl2 on tbl1.numCol = tbl2.numCol and tbl1.strCol != tbl2.strCol

This should produce
1, a, null, null,
2, b, 2, c

However today we produce
2, b, 2, c
