With the refactor of oss and s3 service , services of cos and obs also need a refactor.
Tasks:

Refactor the obs service. Wait the issue feat: Add write without content length support for obs #2652 close.
Refactor the cos service. Wait the issue feat: Add write without content length support for cos #2651 close.
