Add support to FileIO for Azure and GCS

Currently the File io handling only supports local files and S3, we need to add support for Azure Blob Storage and GCS

Hey @xuhui-lu, thanks! A PR has been started (#278) to add azure support but definitely needs some assistance if you'd like to collaborate with the author and help out!
