[Failing Test]: beam_PreCommit_Flink_Container not build Python SDK container causing test failure at PR run

What happened?

beam_PreCommit_Flink_Container runs the same test as Load Test. The latter uses snapshot SDK container (gcr.io/apache-beam-testing/sdk). However, it also has a pull_request_target trigger that runs on open PR. If such PR contains changes that need to sync with job submission and execution time, the test fails spuriously.
