onAccountChange is not able to listen when phantom wallet account changed

the connection.onAccountChange doesn't trigger when my phantom wallet account got changed, but if using the suggested way mentioned in phantom's official here https://docs.phantom.app/solana/establishing-a-connection#changing-accounts
it works

not sure if anyone else will get confused looking at this, but the RPC method onAccountChange has little to do with phantom wallet changing accounts. This code is listening for on-chain account changes not, the user taking actions in their wallet browser extension.
