Add support for GitHub OnPrem for github_repo module

Summary

The github_repo module currently only supports actions against github.com. The same API can be used for on-premise installations. We'd just have to introduce a parameter giving the URL to the API as option. If omitted we'll go with github.com to not break the current implementation
