I have set the default time via value attribute. It sets correctly, but when i open the time picker, it still shows 12:00 AM. It is not scrolled to default time. It should scroll to correct position of time which has been set.

You can go to time picker demo page http://amsul.ca/pickadate.js/time.htm and select classic theme.
Then select the time somewhere around 4 PM and reopen the time picker again. It does not scroll to selected time.

I'm having this issue also, using the default theme. Perhaps an option to auto scroll to a certain section would be useful. Opening new issue to discuss.
