pkggrp-ni-snac: add nilrt-snac

Add the nilrt-snac configuration tool to the SNAC packagegroup to ensure that it is always built into the core packagefeed. It should not be installed to the base system image by default. Signed-off-by: Alex Stewart <[email protected]>
