Update pytorch lightning and bolts versions on bolts version 0.7 release

At the moment, we are running:

• 1.8.3.post1 for pytorch_lightning
• 0.6.0.post1 for pl_bolts (relased 16/12/2022)

Versions 1.9.0 (released in Jan 23) onwards of pl contain an update to the wandb logger that would allow us to name model artifacts uploaded to wandb. However, at present, this version of pl is incompatible with the latest version of pl_bolts. An issue has been raised and a PR made:

• Cannot import name 'LightningLoggerBase' from 'pytorch_lightning.loggers' Lightning-Universe/lightning-bolts#962
• Upgrades Torchvision, Lightning, Lightning Utilities and Gym[atari] and fixes imports. Lightning-Universe/lightning-bolts#988

Our current fix is to put the wandb update in our own project code. Once this PR is in, and the package version it's added to released, we should update our code to use the latest versions of both instead of the current fix
