Runner failing for v2, v3, and v3.3.0 ~ either file being used by another process or file unable to be removed.

Setup:
On my Windows machine, the runners work fine without issues and using Checkout3.
On our EC2 AWS Windows; the runners keep failing. Same YML and same repo.

See attached file for output and yml file. (yml file was changed for all Checkout versions)

I am also having this problem on Windows Server and Windows 11.

Everything was working on v2 a couple of week ago. Then one day the checkouts started failing and I haven't been able to get the checkout step to work ever since. I have tried v3 and v3.3.0 too.

For me, both AMS and local machine are Windows 10.
