Update actinia docker image

As GRASS GIS 8.0 is released, the tags and XYZ need to be adjusted.

For this, also the alpine base image should be updated --> https://alpinelinux.org/releases/

Also think about how to keep actinia base images up-to-date (e.g. per GHA schedule)

Started with GRASS GIS image update (OSGeo/grass#2073), waiting for merge of Ctypes ValueError Fix.

Tags are adjusted and also alpine was updated. Still open is the automated update of the dependencies.
