Inspired by #492: detect that we have resumed from a suspended state and re-connect to the server since the connection will generally be toast.

on win32, I am seeing:

WM_TIMECHANGE / 0 / 0

WM_TIMECHANGE message: A message that is sent whenever there is a change in the system time.
