We ought to be able to detect that we're dealing with a limited consumer card and auto-tune the heuristics for the 2 context limit.
Maybe even just doing it on startup: just try to create 3 contexts?
This value should be per-card.

See also #3286 which would use pools of contexts to workaround the limit.
