Styles: add nudge to open Styles interface after x number of times repeating a styling action #44846

What problem does this address?

Currently, the Styles system can be easy to overlook if you don't go explicitly looking for it in the Site Editor. This is a missed opportunity since folks might individual style a bunch of items in a singular template only to have some of those changes stick, depending on what they updated.

What is your proposed solution?

To help expose folks when relevant to the Styles system, perhaps a nudge can be considered where, after making a local change repeatedly, a prompt can appear to encourage someone to explore the Styles interface and make changes there. This could be tied into this effort too to push local changes to global settings: #44361
