We need to be able to test Anchorer delegation logic branches like shown in this PR: #353 and other similar functionality depending on SignifyHab and SignifyGroupHab habitats.

This involves at least being able test the usage of a proxy for signing of exn messages sent during a delegation ceremony for inception or rotation.

#260 may be related.
