Capture body of Determination results email

To capture the resulting ruling of the determinations system, add a field in the table that captures the body of the determination results email sent back to the requester. Populate this field once that email is sent. Make this field available for the client-side application to query if anyone has need to see the email that the system sent.

If possible, capture not only the body but the email headers as well.

This may or may not change based on the final implementation of #17 - but an option here is to attach this as a textfile to the determination, which could be compared to the signed, final response later on.

I added this requirement when we talked about emailing from the system. At this point, we expect the users to email / send the letter outside the system and track the upload here.
