Deleted user is not unlisted from Users in Current Group drop down on Notify Users modal

Describe the bug
When a User is deleted through Manage Users page then this user is archived but this user is not unlisted from Users in Current Group drop down on Notify Users modal

To Reproduce
Steps to reproduce the behavior:

1. Go to Manage Users page
2. Click on Action drop down for any user and select Delete User
3. The user is unlisted
4. Go to user tool, Notify Users Modal for any passenger
5. Click on Users in Current Group drop down
6. Notice Deleted user is not unlisted

Expected behavior
Deleted user should be unlisted on Notify Users modal
