This is equivalent to nunit/nunit-console#1049, which is only partially completed at this time.

Extensibility is currently treated as an Engine Service, which means it is not usable except by or through the engine. Ideally, the mechanism should be available to non-engine components directly. This would be immediately useful to give agents the ablility to support extensions and could ultimately be used by the GUI itself.
