At first run, you need to use —download option :)

If you already downloaded VOCtrainval_06-Nov-2007.tar, then put it on downloads/VOCtrainval_06-Nov-2007.tar and add --download option to extract and make index file which is required for torchvision.dataset.VOCDetection class.
