Others with more knowledge of the history might correct me, but to my knowledge the Roma command line version has also been just a wrapper around the TEI Stylesheets. So, if you're interested in creating schemas and/or documentation from ODD files locally via the command line, I'd recommend to have a look at https://github.com/TEIC/Stylesheets/tree/dev/bin/transformtei
