https://tei-c.org/tools/ says

A command-line version of Roma (called roma) is also available and can be installed and run locally; a description and instructions for use can be found here.

which is a dead link. Does this mean that roma is web-only?

Others with more knowledge of the history might correct me, but to my knowledge the Roma command line version has also been just a wrapper around the TEI Stylesheets. So, if you're interested in creating schemas and/or documentation from ODD files locally via the command line, I'd recommend to have a look at https://github.com/TEIC/Stylesheets/tree/dev/bin/transformtei

Regarding the current page at https://tei-c.org/tools/ my recommendation would be to remove all references to outdated tools.
