Empty default note view

The default note view in a project is empty and anappealing.

We will quite certainly introduce placeholders in the course of a redesign.
However, we might want to introduce a default note structure (that might also be customizable, e.g. via app.env; could be created when the project is created). I'd suggest the note structure that we use for pentests.

We could also make the default note structure customizable in designs. This allows designs to specify their initial note structure with default content. This could include checklists for scopings, OWASP top ten, etc. It also allows the default note structure to be exported and re-imported on other instances.
