Incremental analysis is broken due to the latest changes on SonarQube

SonarQube changed the web API we use to download the cache and now the deserialization fails.

Unhandled Exception: Google.Protobuf.InvalidProtocolBufferException: While parsing a protocol message, the input ended unexpectedly in the middle of a field.  This could mean either that the input has been truncated or that an embedded message misreported its own length.

After this is fixed, please revert the changes done by #1453
