Many of the leaders that have a triggered ability which exhausts the leader to do an effect (e.g. Quinlan) can be triggered even when the effect would not actually change game state. Since leaders are on the board the whole game, this can create a lot of UX noise.
Our solution for now is to add a manual flag for leaders only that would allow shortcutting the trigger in this situation so that the user isn't prompted a ton unnecessarily.
