Waterloo，UW）於8日宣佈全體師生在教室內都必須佩戴口罩，因而引發熱議。該政策於9日開始實施，並將持續至學期結束。校方考量加拿大正處疫情升溫之際，除了保障師生的健康，要求他們戴口罩也是為了避免期末考受到影響。</p>

在西方國家，政府已鮮少強制民眾佩戴口罩，突然的公告因此讓師生措手不及，也引發兩方意見的辯論。此外，校方也要求學生和助教晤談時佩戴口罩，只有教師在授課、學生進行報告時，才可以摘下口罩。滑鐵盧大學畢業生愛德華・波法・堤林（Edward
Bofa Tilin）評論校方的要求過於嚴苛且沒有必要，他也補充，全世界都試圖和新冠肺炎共存，滑鐵盧大學卻反而在防疫政策上倒退。</p>
<p class="page-text"> 然而，貴湖大學（University of Guelph，UoG）整合生物學系副教授肖珊娜・雅各布斯博士（Dr Shoshanah
Jacobs）提出不同的意見：「我認為滑鐵盧大學的考量絕對是正確的，我們都應該這樣做。」他也補充，佩戴口罩是關心社會整體健康的行為，保護自己的同時，也照顧了老人、小孩這些容易受到感染的群體。他坦言加拿大社會忽視大眾健康，這樣的環境讓深切關心民眾未來的人備感壓力。

「西方國家推崇自由的風氣，因此人民應該有自行選擇佩戴口罩的權利。」堤林直言學校推行的政策侵犯了師生的自由。此外，堤林也提出目前美國數據顯示，在防疫管制上較嚴格的州與較寬鬆的州相比，新冠肺炎的傳播率並沒有太顯著的差異。因此，堤林和他的教授都認為口罩無法完全預防新冠肺炎的傳播。
