Move to top (z-indexing) on selection for annotation boxes #4

When an annotation is selected, ensure that it is moved to the top of the z-index stack so that all handles can be consistently reached.

This will also fix the :hover bug that shows when the guideline (for a box, up to the tag legend) sometimes disapears.
