Client footer is not stuck to the bottom of the page #283

Right now the client's footer behaviour does not match the behaviour of the server.

The footer currently is stuck to the bottom of the content for the page.

When the page's content is less than a screen's worth of content (height wise) the footer ends up not being flush with the bottom of the screen.

Ideal behaviour:

less than viewport height: footer stuck to bottom of viewport
greater than viewport height: footer stuck to bottom of content
tricky cases: when content is almost the height of the viewport - don't let content underflow the footer.
