To migrate the repository name we need to

search across all lectures for any references to high_dim_data
make PR's to update to new repo name data-lecture-python
update high_dim_data to data-lecture-python
document data process for high dimensional datasets that support our lectures on manual.quantecon.org

We will start building a QuantEcon/data repo to house data for the WASM project in addition to any lecture series.
