More improvements to onboarding

Documenting some subsequent improvements to the new onboarding experience (#2822) that are still outstanding after the last PR of the series (#3174). Pair of #3175.

• Following the improvement for Make SMTP not set up warning more obvious when creating invite links #3114, we need to support inviting team members for installations with no email setup (@paolodamico).
• Allow configuring email from setup (@paolodamico). Make it as easy as possible to get going with full email support as we're relying more and more on it for key engagement cycles.
• Experiment: add section III (getting started) with bounty tasks (@paolodamico).
• If you close the app on the personalization screen and then get back, you no longer get the personalization screen. You should see it unless you explicitly skip it.
