Survey Preview buttons don't let you advance through the survey

We should make it so that the survey preview buttons for a multi-question survey let you step through the survey in the preview experience. Sounds like this used to work at some point, but no longer. This will be useful for testing branching logic and just generally seems like necessary behavior for a preview survey feature

To add to that:

• Links in the text (e.g. using a tag in html) open in the same tab, they should open in a new tab
• This also solves the issue if you currently click a link, it discards your changes, since it doesn't ask 'are you sure to leave this page?'
