wrong dex number for tornadus in Hisui dex #995

Tornadus and Thundurus dex numbers are swapped in the Hisui dex. According to Serebii and Bulbapedia their dex numbers are:

Tornadus: 231
Thundurus: 232

Steps to Reproduce:

Go to https://pokeapi.co/api/v2/pokedex/30
Thundurus is 231 and Tornadus 232
