Description of Change(s)
Fixes the Python binding for CoordSysAPI.HasLocalBindings to use UsdShadeCoordSysAPI::HasLocalBindings instead of UsdShadeCoordSysAPI::Bind. Probably just a copy+paste oversight that made it to production.

In Python, UsdShade.CoordSysAPI.HasLocalBindings() does not work as expected.
