EU4 To Vic2: Colonies

##Current Colonization If a province is in the process of being colonized, then it will be treated as an owned province. In the case that this leads to multiple nations possibly owning the same V2 province, the usual algorithm applies, with the colonization progress replacing 1c.

##Colonial Nations EU4 colonial nations will be completely absorbed, but with the colonial nations' cores remaining. But if liberty desire is sufficiently high, then they will not be absorbed.

##Colonial Provinces A province will be a (V2) protectorate if all of these conditions are met:

1. It was unowned or owned by a different religious group at the beginning of EU4.
2. It does not have a land connection to the owner's capital.
3. It is on a different continent than the owner's capital.
