Setup skill will not got past backend confirmation on no backend in latest version.

Failure seems to be in OVOS Plugin Manager and seems to be this commit ce6220b

Partial Solution:

Reverting to a older commit in ovos-setup-skill
Reverting to a older version of OVOS Plugin Manager - Version 0.0.19a5 works
