[EPIC] OGC Application package support

There's 2 options:

• invoke an external service that runs the process for us
• run the process on our own k8s cluster (not going to do this on yarn)

Option 2 is obviously independent of anything else, but the question is if this adds a lot of operational/maintenance overhead.
There exist CWL runners for K8S, but unclear how manageable this is.

We probably have around 6 months to implement basic support for this.
